The healthcare evaluation landscape is shifting. Today, the value of therapies is assessed not just by clinical efficacy but also by their real-world impact on patients’ lives, including quality of life, patient outcomes, and days without hospitalization. To support this, the MENA region is rapidly advancing the institutionalization of Health Technology Assessment (HTA) and evidence-based decision-making.

Despite this progress, the consistent and systematic use of standardized, validated outcome measures—especially those supporting the estimation of the Quality-Adjusted Life Year (QALY) remains limited. Translating methodological advances into routine application in policy and practice continues to be a key challenge.

This course positions the EQ-5D, recognized globally for its simplicity and strong methodological foundation, as a valuable platform to enhance the comparability and transparency of economic evaluations. Several MENA countries, including Egypt, Saudi Arabia, the UAE, Morocco, and Qatar, have already developed EQ-5D value sets, establishing a significant milestone toward strengthening local capacity.

Health Technology Assessment (HTA) has become central to pricing, reimbursement, and coverage decisions across global and regional healthcare systems. As countries in the MENA region increasingly adopt formalized HTA processes, stakeholders face growing pressure to understand how evidence is generated, evaluated, and interpreted by competent authorities.

The course explains how HTA and payer authorities define and evaluate innovation, including unmet need, first-in-class status, and added therapeutic benefit. It introduces the main methods used to assess clinical benefit and shows how evidence quality, uncertainty, endpoint selection, and real-world data influence value assessments.

It also highlights how clinical and economic uncertainties, trial design limitations, and real-world evidence affect reimbursement decisions, particularly in the evolving HTA landscape of the MENA region. Overall, the course provides participants with practical tools to understand HTA decision-making, strengthen evidence strategies, and better anticipate payer expectations.
